Minutes for June 11, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:14 PM.


  • Pledge of Allegiance
Chairman Clifford L. Emery led the pledge.


  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes June 4, 2014
Approved 4-0-1


  • Discussion held between 5:00 & 7:00 p.m.
The Selectmen discussed the Town budget and talked about monies that may be taken out of Undesignated Surplus to help cushion increases from the school and the municipality.

The Board went into Executive Session at 5:25 PM, pursuant to 1 M.R.S.A. 405 (6) (E) consultation with legal counsel, and came out of Executive Session at 5:34 PM.

The Board went into a second Executive Session at 5:40 PM, pursuant to 1 M.R.S.A. 405 (6) (A), personnel matter, and came out of Executive Session at 6:02 PM.

At 6:04 PM the Board went into a third Executive Session pursuant to 1 M.R.S.A. 405 (6) (A), and came out of Executive Session at 7:10 PM.

Chairman Emery explained that the Board will have an Executive Order later in this meeting on their findings.


  • Review of Correspondence
  • Email from John Myers, Town Clerk – Re:  Election Results for the Town of Buxton
Selectman Emery read the results noting that we had 5912 registered voters as of June 6, 2014; 542 ballots were cast in person and 46 absentee ballots were cast for a total of 588 which is a 9.95% voter turnout.

  • Review of Projects and Issues
Selectman Burns was in the office last Thursday and Friday.  He talked about attending the 12 Town Group Meeting Monday night with Selectman Emery and shared information on some of the discussion which involved budgets, how the different towns handle road maintenance, winter salt and sand, and how they budget for it.  Selectman Burns was in early on Tuesday checking mail and he was back in the office this afternoon.

Selectman Booker was in every day except Friday when she went to Jackman to attend her granddaughter’s high school graduation.  This week she has been looking over the forms that have to be filled out for the Tax Levy Limit because she said she is not familiar with the forms and there are quite a few steps to it, and several resources to get information from to make it come out.  She said she tried to work on it yesterday but noted it was Election Day and there were a lot of people in and out.  She said it was nice to see people but difficult to concentrate on much.  

Selectman Booker mentioned talking with a resident about the trucks filling up with water in Bar Mills. She said that has been resolved and they will not be going down to the river any more.

Selectman Harmon has been in every day.  She thanked Selectman Booker for spending hours working on the Property Tax levy Limit Form they both have been working on and said she has done an outstanding job making sure that the numbers are where they are supposed to be.  She mentioned Town Meeting on Saturday and said the Board hopes to make a presentation.  

Selectman Emery was in last week on Thursday and Friday and said some residents were in about some issues that the Board will look into and respond to.  He got those things taken care of.  He has been working out of town but was in late on Monday going through mail and keeping up with things.  



Selectman Emery attended the 12 Town Group Meeting and said he got caught up on what Selectman Burns and the rest of the Board has been doing.  He said the meeting was very informative and shared more information on some of the discussion.  He said a lot of good information was shared by each of the communities.  The group put together a list of key issues they would like the Legislative Policy Committee to look at for legislation coming up this year.  

Selectman Emery was in the office yesterday to vote then came back after hours.  He said it was good to have a chance to talk with people.

The Board received a report about the bridge on Dunnell Road and sent it to Tom Kennie’s mailbox to see if he can contact the gentleman who sent it and ask him to come in to discuss his thoughts on who is responsible for the repairs and what the repairs should be.

Selectman Burns said the Fire Chief received a report back on the fire ponds being certified for the ISO project he has been working on.  Nineteen of them passed the inspection and three did not.  Selectman Burns said that was a big project and we are moving forward on that.

  • Public Comments and Questions
Dennis Santolucito, newly elected Selectman, thanked the voters who came out and supported him.  He said he is looking forward to participating and helping out in any way he can.  

Selectman Emery said that Dennis will be replacing Robert Libby this year.  The Town Report was dedicated to him this year and he has put in a lot of time working for this community.  On behalf of the Board Selectman Emery thanked Bob Libby for all that he has done for us all over the years.  He goes back a long way.  Selectman Emery said it is kind of neat that Bob Libby was a Selectman when his Dad was and now Cliff is a Selectman.  Selectman Emery said it has been a long time and what he has done is very much appreciated.
